These materials are also available in the Council Leadership Resources section at www.ncpg.org.  The NCPG Assembly of Delegates meeting consists of two parts: The NCPG Business Meeting and the Council Leaders Workshop. The Business Meeting is NCPG’s annual report to our members, and the Workshop is an education/training and networking opportunity to help councils strengthen their programs and membership. The Assembly is not only a governance meeting for NCPG; it’s a time to both learn and share knowledge with fellow council leaders.  The reports presented during the Business Meeting are organized according to NCPGs Ends Policies. The Ends Policies are statements of the specific outcomes that NCPG exists to achieve. All of NCPGs programs and activities are designed to support these ends. NCPGs complete Ends Policies can be read by clicking here. Your council is encouraged to use these as a template for developing similar outcomes statements to guide your activities.  Many of the documents on this CD are in PDF format. Voluntary giving has made the difference in our ability to expand and improve services. We hope you and your council will consider making a gift to NCPG this year in support of our mission to increase the quality and quantity of charitable planned gifts. You and your council can take pride in the ways that your support is leveraged to benefit the entire gift planning community. During this years business meeting you will hear about a few of the special efforts and projects undertaken by NCPG on our behalf. · · · The second edition of Guidelines Reporting and Counting Charitable Gifts has been published and recently received the endorsement of the Association of Fundraising Professionals. An updated analysis of insurance use in charitable giving will be completed this year and providing even more guidance as you evaluate new charitable insurance programs. NCPGs proactive advocacy has been instrumental in moving this provision forward through Congress, including the introduction of stand-alone rollover bills in the both the House and Senate, with over 40 cosponsors and rapidly growing support. NCPG has been speaking on your behalf to both IRS and Treasury on issues as far-reaching as donor advised funds and taxation rules pertaining to charitable gift annuities. This service is provided as a benefit of NCPG council membership, to help further the educational purpose of planned giving councils and promote understanding between councils, their members and NCPG. In considering speaking engagements, board members should observe the following guidelines: Acceptance of speaking invitations is at each board members individual discretion. Board members must consider their employment and personal commitments when choosing availability to accept a councils invitation. Non-acceptance of a speaking invitation is not meant to imply a lack of interest or council support on the part of the board member or NCPG. NCPG will make every attempt to provide assistance if a council is experiencing difficulty securing a board member to speak. All board members are expected to become familiar with the NCPG Road Show presentation and supporting materials. The Road Show is provided as a tool to assist in giving presentations about NCPG. Its use in giving presentations about NCPG is not required. Board members should consider submitting information about the topics they are willing to present to NCPGs online Speakers Bureau Directory at http://www.ncpg.org/councils/auth/. Board members who intend to speak about the LEAVE A LEGACY® program should familiarize themselves with program objectives and guidelines at http://www.ncpg.org/lal/?section=9. The council will reimburse all related travel expenses. Expenses to be reimbursed include, but are not limited to: · Coach class airfare. Board members have the right to book a preferred airline or itinerary, but any cost considerations should be clearly agreed upon and communicated by the council prior to booking transportation. · Hotel room charge and tax · Mea  ");

Local planned giving councils are vibrant, healthy and well-supported by NCPG. Tanya Howe Johnson presented membership data and provided an overview of NCPGs council services. She introduced the new Council Awards Program and demonstrated the Council Leadership Resources section of the NCPG web site, which will be available to council presidents and liaisons immediately following the Assembly. Planned gifts are common. Board Chair-elect Andrea Latchem reported on the NCPG Guidelines for Reporting and Counting Charitable Gifts. She reviewed the basic approach to counting gifts at face value in three categories. She reported that a new edition of the Guidelines will soon be issued. She encouraged delegates to schedule presentations on the Counting/Reporting Guidelines and to use them in their own organizations. LEAVE A LEGACY® Director Tami Tarpley described the purpose of the LEAVE A LEGACY campaign and tools available for council use, including the campaign CD and the web site, www.leavealegacy.org. She announced that LEAVE A LEGACY has been named to the ASAE Associations Advance America Honor Roll for 2006. She reported on the results of the first program evaluation survey, which showed that programs are not tracking partner participation or media placements, making it difficult for NCPG to assess and promote the scope and effect of the program. She encouraged all programs to respond to future evaluation surveys. Charitable gift planning is respected and valued as a professional expertise. Tanya Howe Johnson reported on NCPGs assessment of the need for a gift planning certification program, including the findings of survey research, focus groups and interviews with stake holders.
